Job Purpose

The Field Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for supporting the planning, coordination, implementation monitoring, reporting, accountability, and learning processes of the project's MEAL system. The role ensures the effective implementation of monitoring tools and methodologies, including field monitoring, assessments, indicator tracking, reporting, and follow-up mechanisms. The officer is also responsible for supporting accountability to affected populations (AAP), managing complaints and feedback mechanisms, and ensuring compliance with agreed organizational guidelines, tools, and procedures. The position works under the technical guidance of the MEAL Unit Manager and in close coordination with the Project Management team.

Key Duties and Responsibilities

  1. Develop and implement monthly work plans for monitoring, evaluation, and field visits.
  2. Monitor and assess the quality of services delivered to targeted beneficiaries during project implementation.
  3. Prepare reports identifying challenges and constraints, propose corrective actions, and submit recommendations to the direct supervisor.
  4. Conduct field monitoring visits and meet with project staff and beneficiaries to verify service delivery and measure beneficiary satisfaction.
  5. Develop accurate methods for collecting monitoring data, oversee data collection and analysis, and prepare monitoring reports.
  6. Verify monitoring indicators and compliance during the receipt and distribution of project materials and assistance.
  7. Conduct post-distribution monitoring (PDM) activities for distributions and submit findings to the direct supervisor approximately two weeks after implementation.
  8. Work closely with project partners to ensure corrective actions are implemented when required.
  9. Support technical monitoring and evaluation missions by facilitating field requirements as requested.
  10. Conduct periodic assessments of project performance indicators.
  11. Ensure that all project documents are properly maintained, organized, and archived.
  12. Verify beneficiary registration lists and related documentation.
  13. Manage Accountability to Affected Populations (AAP) mechanisms, monitor complaints and feedback systems, ensure timely follow-up, and verify the availability of effective complaints and suggestion channels in accordance with organizational procedures and in coordination with the direct supervisor.
  14. Participate in all donor and partner training sessions, workshops, and meetings related to monitoring, evaluation, accountability, and learning, in coordination with the direct supervisor.
  15. Ensure standardized implementation of MEAL methodologies and tools across the project.
  16. Perform any other duties assigned as required.

Minimum Qualifications and Experience

  • Bachelor's degree in a relevant field or equivalent qualification.
  • Minimum three (3) years of experience working on projects funded by United Nations agencies.
  • Minimum two (2) years of professional experience in Monitoring and Evaluation (M&E) or MEAL.
