General Objective of the Position

The Project Manager is responsible for overall planning, coordination, implementation, and monitoring of child protection and education activities under the ECHO-funded project. This role ensures timely, efficient, and high-quality interventions in line with donor requirements, partnership agreements, and international humanitarian standards. The manager provides strategic and operational leadership to achieve project objectives effectively, with a focus on accountability, impact, and value for money. The role requires close coordination with internal teams, local partners, and stakeholders to ensure integration of child protection and education services, responsiveness to the needs of conflict-affected children, and continuous improvement of program quality and outcomes.

Key Responsibilities and Duties

A. Project Management and Implementation

  • Lead implementation of project activities in line with the approved proposal and work plan.
  • Prepare and update implementation, procurement, and spending plans.
  • Ensure delivery of child protection and education interventions across targeted sites.
  • Monitor progress against objectives and take corrective actions when necessary.
  • Ensure integration between protection and education components to maximize impact.
  • Comply with donor requirements (SCI and ECHO) and partnership agreements.

B. Technical Supervision – Child Protection

  • Ensure quality implementation of case management, psychosocial support, cash-based protection interventions, and preventive activities.
  • Guarantee safe documentation, referral, and follow-up of child protection cases.
  • Monitor compliance with Child Protection Minimum Standards (CPMS).
  • Build team capacity in case management and protection principles.

C. Technical Supervision – Education in Emergencies

  • Ensure implementation of education activities, including access to safe and inclusive learning environments, non-formal education, and remedial activities.
  • Adhere to INEE Minimum Standards for Education in Emergencies.
  • Support teachers and facilitators through training and technical guidance.
  • Monitor student attendance, retention, and learning outcomes.

D. Partnerships and Coordination

  • Act as the main focal point between HUMAN ACCESS  and Save the Children.
  • Participate in coordination meetings and provide regular updates.
  • Coordinate with local authorities and stakeholders.
  • Represent the association in relevant clusters and forums.

E. Budget and Financial Management

  • Manage project budget in compliance with donor regulations.
  • Monitor expenditures and prepare monthly forecasts.
  • Ensure financial efficiency and value for money.

F. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Implement monitoring and evaluation plans and tools.
  • Supervise data collection and reporting.
  • Ensure effective complaints and feedback mechanisms.
  • Use data to improve program quality.

G. Team Management and Capacity Building

  • Supervise staff, set objectives, and monitor performance.
  • Identify training needs and support capacity development.
  • Promote teamwork, accountability, and a positive work environment.

H. Operations, Compliance, and Risk Management

  • Adhere to logistical and administrative procedures.
  • Ensure project readiness for donor audits and verifications.
  • Identify and mitigate risks related to implementation and protection.

I. Reporting

  • Prepare and submit high-quality monthly and quarterly reports to internal stakeholders and donors.
  • Ensure reports reflect achievements, challenges, and lessons learned.

J. Protection

  • Fully comply with child protection policies.
  • Promote safe programming and integrate protection principles into activities.
  • Ensure effective referral and reporting mechanisms.

Essential Requirements

Qualifications and Experience

  • Bachelor’s degree in Social Work, Education, Development Studies, or a related field.
  • Minimum of 5 years of experience in humanitarian or development projects.
  • Proficiency in English (written and spoken).
  • Proven experience in child protection or education in emergencies.
  • Strong project management experience (planning, budgeting, reporting).

Skills and Competencies

  • Strong knowledge of international standards (CPMS, INEE, Sphere, CHS).
  • Experience working in emergency or conflict contexts.
  • Experience managing budgets exceeding USD 1 million.
  • Experience in team management, recruitment, and on-the-job training.
  • Experience in psychosocial support for children (MHPSS).
  • Experience in designing and managing ECHO-funded projects.
  • Excellent communication, advocacy, and influencing skills.
  • Experience in multi-agency projects.
  • Experience in remote management and cash programming.
  • Knowledge of the political, social, and cultural context in the areas of operation.
