Position: Protection Monitors

Job Location: Marib (City-Al Wadi- Harib) at the HA office and in the field.

Duration of Assignment: 12 months( Jan -December 2024)

Human Access for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is UNHCR’s implementing partner in Marib and other cities. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.

The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).

HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work.

 This project is for IDPs and entitled: Provision of Essential Protection Assitance, Community Services, Shelter and CCCM Services  to IDPs, Refugees & asylum seekers in Marib City, Marib District, and Harib

Overall Purpose:

The Protection Monitor will be responsible for the overall Protection Monitoring component of the intervention. Thus of making sure field teams are monitoring protection concerns (rights violations, discrimination, and exclusion) among the conflict affected population. It is the Protection Monitoring Coordinator responsibility to guarantee the monitoring is carried out in a manner that protects the safety, confidentiality and dignity of the persons of concern. 
The Protection Monitor is in charge of carrying out protection monitoring activities at household and at community level in Marib. This will be monitored through HHs interviews, using smart tools(KOBO), in order to collect specific data based on UNHCR Protection Monitoring Tool form(PMT). The PM will also carry out key informant interviews and FGDs in the community and contribute to the identification of displacement patterns and protection risks.

Key Duties and Responsibilities:

  • Conduct Daily Field Visits to villages, urban areas, and informal settlements to monitor Protection Monitors’ activities and meet with key informants and persons of concern within the community;
  • Utilize smart tools for data collection and make sure data is precise, complete and timely uploaded on KoBo platform;
  • Provide monthly inputs and figures to the Protection Officer to be included in the monthly progress report;
  • Provide monthly accurate data to the Protection Monitoring reports to be shared with the donor and relevant stakeholders, after revision and approval of the Project Manager;
  • Provide guidance to the outreach volunteers;
  • Create awareness over the hotline services, especially when conducting identification exercise for cash based interventions;
  • Work to strengthen HUMAN ACCESS relationship with IDPs, IDP Returnees, and host community leaders and municipal actors in order to maintain good access to PoC;
  • Conduct rapid assessments of newly displaced persons in specific locations upon request of the Project Manager and under the supervision of the Snr.Protection officer ;
  • Identify PwSNs and other vulnerable HHs, responding to a set of established criteria, to be enrolled in the cash distribution programme;
  • Provide weekly beneficiaries lists for cash assistance to the Senior protection officer and ensure all cash requests are properly filled;
  • Commit to participate to any other task in order to achieve the project overall objective;
  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff,

Job Requirements

  • BA in social sciences or related discipline; 
  • Relevant professional experience of not less than 2 years in similar positions;
  • Prior experience in working and/or coordinating with other INGOs ;NGOs , 
  • Prior experience with persons of concern (women at risk, people with disabilities, etc.); 
  • Familiarity with smart data collection tools;
  • Familiarity with Cash Transfer Programming and beneficiaries identification would be an asset;
  • Good knowledge of protection concepts and principles; 
  • Native Arabic – Good written and spoken English would be an preferable;
  • Computer/IT literacy (Windows, Office, Internet etc.); 
  • Strong communication and organizational skills; 
  • Excellent knowledge and understanding of local communities and customary rules; 
  • Punctuality and respect for applicable rules and procedures; 
  • Ethical and transparent decision-making; 
  • Ability to work under stressful circumstances;
  • Good interpersonal skills and ability to work as part of a team, as well as independently;
