Position: Project Manager (Refugees-IDPs)

About HUMAN ACCESS

Human Access for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is UNHCR’s implementing partner in Marib and other cities. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. It is also distinguished by a tangible presence in many charitable and humanitarian events and activities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.

The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).

HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work.

 This project is for IDPs and entitled: Provision of Essential Protection Assitance, Community Services, Shelter and CCCM Services to IDPs, Refugees & asylum seekers in Marib City, Marib District, and Harib

Main responsibilities:

  • Determine the project objectives, needs and scope
  • Planning, monitoring and documenting tasks throughout the project
  • Ensure the delivery of all tasks and project materials immediately upon completion of the project and according to the period specified in the project agreement.
  • Managing all the resources to implement the project (financially - administratively)
  • Promote effective communication with stakeholders regarding the project implementation
  • Participate in anticipating and strategically solving potential barriers and risks with the Program Manager
  • Work to ensure the best results and ensure the appropriate quality and success of the project according to the capabilities available to the project and the surrounding conditions available at the time of implementation
  • Work with the M&E Officer and Activities Coordinators to follow up the implementation of the monitoring and evaluation plans for the project and facilitate the monitoring and review of the project with staff to evaluate the results and draw lessons learned.
  • Works with the Data Officer, Reporting and Program Officer to implement and maintain specific reporting systems to monitor and evaluate objectives, indicators and outcomes and ensure accurate and timely data collection at the field level. Asking M&E officer, activities coordinator and reporting officer to collect and sync the data for monthly, quarterly, mid-term and final reports appropriately and correctly.
  • Develop a capacity building plan for employees in coordination with the Activities and Human Resources Coordinator.
  • Follow up both the project accountant/finance officer, in tracking the budget and ensuring that all activities and expenses are carried out within the budget allocations and managing the project activities according to the scope of the grant and budget. To ensure appropriate budget performance in accordance with approved implementation plans.
  • Follow up the implementation of the center's activities in the areas covered by the project according to the specified time plan.
  • Support the coordinators in coordination with all authorities for better and smooth implementation of the project
  • Coordinate closely with local authorities, donors and partner agencies to ensure that the project complies with donor policies and regulations and complementarities with the efforts of other agencies.
  • Follow up on writing monthly reports on the level of achievement and implementation of project activities and matching it with the head office if necessary, and submit these reports with the program manager or head of the sector and the program unit of the donor sub office in Aden and ensure update these reports to be submitted in the ActivityInfo and clusters platforms.
  • Continuous communication with the activity's coordinators and the project team to exchange information with them and solve any obstacles that the project team may face during implementation.
  • Provide technical guidance on the overall strategy for project design and management and ensure that all project activities including training courses are in line with the organization's standards, donor requirements, relevant clusters and local authorities.
  • Follow up the accountability officer and team to ensure the level of satisfaction with the services provided by requesting a regular report on the results of the questionnaires they carry out with the beneficiaries. And ensure that the complaints mechanism is in accordance with the regulations and regulations approved by the donor.
  • Work closely with the M&E officer to ensure that activities contribute to achieving project objectives.
  • Participate in the preparing and reviewing the project proposals/budgets for the coming new projects.
  • Identify key beneficiaries and the selection process and ensure appropriate targeting of communities and beneficiaries in accordance with project selection and design criteria
  • Carrying out field visits to the targeted areas in the project with both the admin officer - the activities coordinators, and the M&E officer when needed follow up the performance of the staff.
  • Ensure that all documents and reports related to the project are archived and records and files are kept in hard and soft copies in accordance with the guidance, mechanism and requirements of donors.
  • Follow up the registration of all tools, furniture and assets of the project and follow up their receipt by the project staff.
  • Participate in the evaluation of administrative and technical staff as well as participate in the identification of new jobs/staff required and raise the needs of donors in consultation with the Program Manager.
  • Respect the rules, policies, and ethics of work and adhere to the code of conduct of the HUMAN ACCESS especially PSS.
  • Holding periodic meetings with employees to discuss performance reports for the project, follow up the level of achievement of the activities, solve problems.
  • Any other tasks assigned by the program manager

Qualifications and experience:

  1. Master's or Bachelor of Business Administration or related field.
  2. Experience of at least three years in the work of organizations
  3. Advanced English
