Position: GBV counselor

Job Location: Lahj (Kharaz Camp) Community Center (Drop center).

Duration of Assignment: 5 months (Aug -December 2024)

Background

Human Access for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is UNHCR’s implementing partner in Marib and Aden and other cities. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. It is also distinguished by a tangible presence in many charitable and humanitarian events and activities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.

The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).

HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work.

 This project is entitled: "Enhancing protection and assistance to Refugees & asylum seeker, provision of primary and secondary school education, infrastructure and field management, livelihood activities in Kharaz and public health services' in Kharaz camp and Basateen"

Overall Purpose:

The Case Manager/ Case Worker is a fully dedicated staff responsible for case management in the Community Centre run by UNHCR partner/ service providing agency. The Case Manager is tasked with the responsibility of providing case management services to clients. She/he needs to be properly trained on client-centered case management; she/he provides timely and appropriate case management for survivors of GBV, and other duties that may be supported by experienced social workers when appropriate, fully adhering to the set standards/principles, and with particular attention to a “survivor-centered approach” in addressing all cases and situations. The GBV counselor ensures that women protection (GBV) cases are properly and safely disclosed, reported in a confidential manner and provides timely and appropriate individual case management through assessments, psychosocial first aid, formulation of action plans, direct service provision, referrals and follows-up until the closure of the case.

 Main Responsibilities:

  • Oversee the whole process of case management of women protection (GBV) and ensure that case management is in accordance with the set procedure and guiding principles, particularly those established by the Women AoR;
  • Receive referrals from the protection outreach, social workers, and legal counselors for cases of women and girls in need for support, review and make the internal and external referrals to the relevant service providers and follow up on the delivery of the services;
  • holding regular case management meetings with CMS and protection officer to rais updates on achievements and challenges and with other relevant service providers when needed.
  • Regularly inform the partner’s Protection Officer on the conditions of individual cases and/or make prompt reports and bring to the immediate attention of the Protection Officer any complex case and ensure that all emergency cases are addressed immediately and shared with the Protection Officer for appropriate interventions.
  • Support the Reporting Officer in preparation of the monthly report and any other related documents, according to the established deadlines. Activity Info is accurately and timely manner.
  • Participate in Women Protection Sub-Cluster meetings if requested by the management at field level, ensuring that she/he is fully updated with guidance/discussion at the sub-cluster level in order to align their GBV activities.

Working modality:

  • The GBV counselor will provide services at the community center with the possibility to conduct home visits.

 Required profile:

  • Bachelor’s in social work or any related issues
  • Minimum of 2 years’ experience working with women and adolescent girls and/or vulnerable groups affected by conflict situation
  • Knowledge about women and girl’s protection (GBV) and its causes and consequences and good understanding of a “survivor centered approach”
  • Knowledge and understanding of social norms and how they affect survivors’ help-seeking and decisionmaking
  • Knowledge of the basic steps and tasks involved in GBV case management.
  • Knowledge of what services and supports are available and what survivors can expect from them, the health and legal system in particular
  • Excellent communication, presentation, problem-solving and inter-personal skills
  • Ability to use active listening skills, to communicate non-judgmentally, to demonstrate empathy, to empower survivors to make their own decisions about what is best for them, to solve problems related to the survivor’s care
  • Coordination and management of stakeholders if needed.
  • Solid Computer skills and competency in word, Excel as a minimum.
  • It is strongly recommended to have a female Counselor, considering that the focus will be on case management.
  • Ability to work under pressure and hard environment with full team spirit work.
