Position: Field Assistant (Engineer)
Job Location: Marib (City-Al Wadi, and Harib) in the sites.
Duration of Assignment: 6 months (July-December 2024)
Report to: CCCM and Shelter Activities Coordinator

Background
Human Access for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is UNHCR’s implementing partner in Marib and other cities. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. It is also distinguished by a tangible presence in many charitable and humanitarian events and activities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.
The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).
HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work.
This project is for IDPs and entitled: Provision of Essential Protection Assitance, Community Services, Shelter and CCCM Services to IDPs,IDP Returnee,HC, and Refugees & asylum seekers in Marib City, Marib District, and Harib

Program/department Summary:
The Field Assistant works within the Technical Field Department of Implementation Support structure, committed to providing reliable and complete support to facilitate the field activities to achieve efficient service to program beneficiaries.
General Job Summary:
The Field Assistant will play a dual role in supporting a CCCM/Shelter project. On one hand, they will be involved in community engagement and project coordination, ensuring the smooth operation of daily activities. This includes building relationships with community members and coordinating with other organizations involved in the project.
On the other hand, the Field Assistant will utilize their engineering skills to manage construction sites. This involves overseeing site operations, conducting technical assessments, and ensuring that construction plans and calculations are accurate. They will also be responsible for preparing sites for construction by carrying out tasks such as leveling and marking out.
Essential Job Functions:
- Conduct surveys, assessments and continue monitoring needs, social issues and service provision across sites.
- Monitor conditions of sites, shelters, WASH facilities and other services, identifying gaps in provision.
- Develop joint risk management plans with other staff promoting health, safety and environment.
- Identify and motivate potential community leaders to mobilize members.
- Raise awareness on self-reliance and ways communities can move out of poverty.
- Provide training to community leaders on management skills and motivating members.
- Develop trust and cooperation among community members.
- Assist communities to access outside resources and strengthen self-sufficiency over time.
- Encourage participation of all community members including marginalized groups.
- Obtain information and knowledge for communities to access through agencies.
- Liaise with authorities and communities on social issues and local opportunities.
- Develop effective referrals mechanisms and follow up cases with stakeholders.
- Supervise contractors installing transitional shelters.
- Submit technical reports on engineering works for shelter and camp management activities.
- Conduct technical and financial assessments of house requiring rehabilitation.
- Monitor rehabilitation work through all stages and ensure quality work guiding beneficiaries.
- Assess gaps and needs in UNHCR managed sites and propose required interventions.
- Coordinate with authorities and humanitarian agencies to implement activities.
- Conduct duties professionally to uphold the humanitarian mission without jeopardizing it.
- Other duties as assigned.
Knowledge and Experience:
- A degree in a relevant such as civil or structural engineering, or another related subject like construction.
- Minimum 2 year experience in House rehabilitation and Transitional shelter constructions also 1 year in the Camp Management & SNFIs positions and in humanitarian/recovery settings, especially in complex and volatile environments.
