Position: Field Assistant (IDPs And IDP returnees)

Job Location: Marib (City-Al Wadi, and Harib) in the sites.

About HUMAN ACCESS

Human Access for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is UNHCR’s implementing partner in Marib and other cities. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. It is also distinguished by a tangible presence in many charitable and humanitarian events and activities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.

The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).

HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work.

 This project is for IDPs and entitled: Provision of Essential Protection Assitance, Community Services, Shelter and CCCM Services  to IDPs,IDP Returnee,HC, and Refugees & asylum seekers in Marib City, Marib District, and Harib

The Field Assistant works within the Field Department of Implementation Support structure, committed to providing reliable and complete support to facilitate the field activities to achieve efficient service to program beneficiaries.

[Describe overview of job missioGENERAL JOB SUMMARY:

The Field Assistant will be supporting of the collective sites, and the SMC community mobilization work that HA is implementing in the area as part of its CCCM/Shelter project.  The Field assistant will primarily provide support to ensure the smooth day to day running of the CCCM/Shelter activities, as well as facilitating the establishment of community engagement mechanisms within the collective sites surrounding areas, and support to coordination or services and assistance in the area.

ESSENTIAL JOB FUNCTIONS:

  1. To conduct surveys, assessments and continue to monitor social change and new social information relevant to community empowerment.
  2. Monitor multi-sector needs and service provision and the overall condition of the sites(s) and community centers surrounding neighborhoods including shelter, WASH, environment and cross-cutting services and apply a participatory approach to identify, analyze and prioritize the site needs in order to avoid service duplication and gaps
  3. In collaboration with other staff members develop joint site risk management plans to promote the health, safety and environment of the collective sites.
  4. To identify potential leaders and/or organizers.
  5. To motivate and encourage potential leaders to talk to their fellow community members about unity and self-reliance.
  6. To raise awareness that community members themselves can move each community out of poverty, and to show them ways they can do this for themselves.
  7. To provide community leaders with management skills and knowledge in getting community members interested, organized and motivated.
  8. To develop trust, tolerance and co-operation among community members.
  9. To assist the community in obtaining available outside resources, warning of the negative effects of becoming too dependent upon outside resources.
  10. To encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten, marginalized and overlooked in community decision making;
  11. To assist the community in obtaining information and knowledge that may be available through governmental and non-governmental agencies, through extension and outreach programmes and to assist the community members in developing their own capacity and strength to the point where they no longer need the services of you the mobilizer.
  12. Liaise and interact with government authorities and collective sites population to ensure social cohesion and if possible, create opportunities for local employment using principles of gender
  13. Assist in the development of effective referral mechanisms in close collaboration with relevant stakeholders. Carry out, monitor and follow up on referrals.
  14. Conduct himself/herself both professionally and personally in such a manner as to bring credit to HA and to not jeopardize its humanitarian mission.
  15. Other duties as assigned.

KNOWLEDGE AND EXPERIENCE:

  • A university graduate in a relevant field(s) with minimum 1 year experience in Camp Management & SNFIs positions and in humanitarian/recovery settings, especially in complex and volatile environments.
  • Knowledge of Arabic and previous work experience in Marib will be a distinct advantage.
  • Experience in carrying out participatory fieldwork, monitoring and reporting
  • Experience in conducting needs/vulnerability assessments and beneficiary selection processes

  • Assist in the field level operations to ensure adequate and efficient service provision to project beneficiaries.
  • Adheres to all HA policies and procedures, as outlined in HA policies and procedure manuals.
