Position: Civil Engineers (IDPs And IDP returnees)

Job Location: Marib (1 for the City-Al Wadi, and 2 for Harib) at the HA office and in the field.

Duration of Assignment: 10 months for Harib( Feb-November 2024)

HUMAN ACCESS for Partnership and Development (HUMAN ACCESS) is a non-governmental, independent, non-profit, humanitarian, developmental, charitable, voluntary, and community-based organization. It was established in March 1990 by an elite of volunteers and social personalities as a voluntary non-governmental organization that implements its programs, projects, and services according to periodic plans, a deliberate and renewed strategy, and a method of work based on the scientific methodology to be an effective link between donors and beneficiaries. HUMAN ACCESS is UNHCR’s implementing partner in Marib and other cities. HUMAN ACCESS is characterized by a strong and renewed relationship with development partners at home and abroad, and it has joint efforts with official and popular authorities. It is also distinguished by a tangible presence in many charitable and humanitarian events and activities. During its period of operation, which extends for about three decades, the association obtained several memberships in various organizations and bodies.

The association is a member of the Department of Public Information for the Non-Governmental Organizations of the United Nations (DPI-NGO), a member of the Arab Union for Voluntary Work, and an active and accredited partner to various international organizations, the most important of which are the World Food Program (WFP), the United Nations Population Fund (UNFPA), the World Health Organization (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High Commissioner for Refugees (UNHCR).

HUMAN ACCESS has also obtained membership in many local, Arab and international organizations and networks working in various fields of volunteer and humanitarian work. It in addition obtained the international quality certificate ISO 9001: 2008 as a culmination of its institutional work.

 This project is for IDPs and entitled: Provision of Essential Protection Assitance, Community Services, Shelter and CCCM Services  to IDPs,IDP Returnee,HC, and Refugees & asylum seekers in Marib City, Marib District, and Harib

PROGRAM/DEPARTMENT SUMMARY:

The Engineer works within the Field Department of Implementation Support structure, committed to providing reliable and complete support to facilitate the field activities to achieve efficient service to program beneficiaries.

GENERAL JOB SUMMARY:

An Engineer within the construction industry is part of the site management team and acts as day-to-day manager on a construction site, which can include liaising with third party stakeholders and managing the site facilities.

Engineers are also responsible for planning, technical queries, marking out and leveling construction sites and rehabilitating houses before any work takes place as well as checking drawings, quantities and ensuring calculations are accurate.

ESSENTIAL JOB FUNCTIONS: 

1.  Organizes materials and ensuring sites are safe and clean.

2.    Prepares cost estimates and ensuring appropriate materials and tools are available.

3.    Provides technical advice and suggestions for improvement on particular projects.

4.    Diagnoses and troubleshooting equipment as required.

5.    Negotiates with suppliers and vendors to ensure the best contracts.

6.    Authorizes technical drawings and engineering plans.

7.    Draws up work schedules and communicating any adjustments to IDPs and service suppliers.

8.    Gathering data, compiling reports and delivering presentations to relevant stakeholders.

9.    Delegates tasks and scheduling meetings and training sessions where required.

10.    Completes quality assurance and providing feedback to the team.

11.    Liaises with the local authority to ensure compliance with local construction regulations and by-laws.

12.    Supervises site security, health and safety.

13.    Provides technical advice and solving problems on site.

14.    Ensures project packages meet agreed specifications, budgets and/or timescales.

15.    Planning and Setting out sites arrangements.

16.    Conduct himself/herself both professionally and personally in such a manner as to bring credit to and to not jeopardize its humanitarian mission.

17.    Other duties as assigned.
