HUMAN ACCESS - Al-Jawf Governorate Branch announces its need to employ a field officer for water and environmental sanitation in the Integrated and Sustainable Assistance to Meet Needs (INSAN) project in high-risk and deprived areas in the districts of Marib Al-Wadi and Khab Walsh’af.

Job definition: Providing support and technical supervision to implement the project plan

Roles and responsibilities:

  1. Prepare a weekly work plan based on the monthly plan approved by his direct supervisor.
  2. Participate with his direct official in the interview procedures for selecting educators and technicians and follow up on the approval of the lists of those selected by the Executive Unit for IDPs (ExU).
  3. Make preparation, field coordination, and hold consultative meetings with representative groups of beneficiaries in the targeted sites, discuss project interventions, agree on various related issues required before starting implementation, and submit a report thereon.
  4. Make preparation, field coordination, and direct supervision of training implementation, distribution, and awareness-raising activities according to the approved plan.
  5. Conduct field coordination and supervision of the implementation of pre- and post-evaluations, and implement technical studies for water and sanitation interventions and hygiene promotion in target communities.
  6. Participate in tendering and analysis procedures to develop the contracts required to implement specific works to improve water sources in the targeted communities and improve water and sanitation services in accordance with the approved tables of quantities.
  7. Participate in handing over work sites to contractors and verify that the handover records are completed and signed by all concerned parties.
  8. Review the results of raw material tests to verify their conformity with specifications and standards and submit a copy of the approved results to technicians to conduct final conformity accordingly with the raw materials supplied to the sites.
  9. Carry out monthly field visits to the targeted communities and contractors’ work sites, follow up and evaluate the level of the work teams’ performance, provide them with the necessary technical support, and share the results of the visits with his direct manager.
  10. Work with technicians to follow up with contractors to fix violations that were detected during field visits or that were monitored and raised by technicians.
  11. Prepare business abstracts based on the approved forms and submit them to his direct supervisor for approval and follow up on their deposit in the accounts of the concerned authorities.
  12. Submit a list of additional works proposed by him, the technicians, or another party (the contractor, beneficiaries committee, management of the targeted institution, etc.) to his direct manager, and follow up on obtaining feedback about it and work with the concerned parties based on it.
  13. Conduct an initial receipt of the executed works based on the contractor’s request, monitor all notes, if any, and include them in the receipt report, verify the signature of all concerned parties, and work with the technicians to follow up with the contractor to complete the notes before the final receipt date.
  14. Participate in the final receipt of completed works from contractors and follow up on the completion of the signing of receipt reports from all concerned parties.
  15. Participate in the evaluation field visits carried out by the project management and/or its partners and provide correct and accurate information about the project’s interventions to the concerned parties or their representatives.
  16. Participate in coordination and evaluation meetings and meetings within various relevant levels according to the directives of his direct official.
  17. Submit progress reports and periodic updates using the approved forms.
  18. Abide by the minimum office working hours specified by the project management and carry out field tasks based on the plans and standards regulating them.
  19. Adhere to the project’s code of conduct, if any.
  20. Carry out any other tasks assigned to him by his direct supervisor, in a manner that does not conflict with the tasks mentioned above.

Job requirements

Qualifications and experience

  • Bachelor’s degree in civil engineering or one of its branches.
  • At least three years of experience in the field of consulting work, including three years in water and environmental sanitation projects.
  • At least two years of work in the association or any other local or international organization.

  • Operational planning.
  • Coordination, direction, and technical supervision.
  • Effective communication skills and performance evaluation.
  • Preparing and analysing tables of quantities and specifications.
  • Preparing technical reports and abstracts of the executed works.
  • The ability to think independently, make decisions, and solve problems, especially in various emergency situations.
  • The ability to build positive relationships with official bodies and social entities.
  • Good level of working on basic computer applications and engineering design programs.
